Methods for creating accounts with special features or with mocked data

There are three population registry services used in dev. It depends on registration method, which mock is used.
- pre-mock Nortal mock population registry - Users under 60 are treated as minors. Users must be manually registered with legal guardians. Supports only EE.
- hardcoded-mock Nortal hardcoded population - Users under 18 are treated as minors. No configuration necessary nor possible.
- sl-pre-mock SL population registry - hardcoded config of users who are treated as minors with their legal guardians. By default, everyone is adult. SL can make changes.
Registration methods

Electronic Q registration (ID-card, Mobile-ID) - uses sl-pre-mock + hardcoded-mock -
this means that user can be forced to minor flow using sl-pre-mock, but to successfully complete registration, rest of the registration must align with hardcoded-mock, which means that registerer and signer must be same person.
So to test minor flow, person can be configured to be their own legal guardian - this forces minor flow where signer is also registerer.
- Electronic NQ registration (manual, banklink) - hardcoded-mock, minors and adults have same flow
- SID2SID - hardcoded-mock, adult only
- ABIV (same-device, other-device, contact-data) - hardcoded-mock, adult only
- UABIV (UABIV minor) - pre-mock, minor only
